Board up the window. That or put plastic on them to help keep the air out. If its single pane glass its cheap to fix. A lot of hardware stores will cut the glass and install the glass in the window if you take the window to them. Assuming that you have wooden framed windows, get the glass cut to the dimension. Scrap all of the old glazing off. Put the new glass in and get a caulk tube of glazing. Glaze the window into place. This will get your through the winter.

It does have plastic over it, and it'll be that way until I get the money for the new windows. I'm not doing it twice.
